Use UNICEF's Supply Chain Maturity Model (SCMM) to identify potential bottlenecks
What is the SCMM/how it works and what is the outcome (gaps).

The SCMM developed by UNICEF is a data driven tool that can support countries towards their supply chain system strengthening journey. It helps countries determine the specific areas that need investment and effort and supports decisions around supply chain functions to prioritize for reform and improvement.
The results of the maturity assessment using this model provide a clear overview of the area(s) that are creating bottlenecks or limiting performance (or are sub-optimal) and that require priority focus and investments. The tool is based on five incremental levels of maturity. According to input data, the procurement functions will be assessed and assigned to a designated level of maturity. The data driven process will support the identification of weaknesses and strengths in the system.
The identification of these challenges helps national governments, and their agencies, establish targeted goals for improvement for each of the respective areas and shape strategic action plans accordingly.
The maturity model by design is user- friendly to implement. Its simplicity and quick deployment attributes make it an easy choice for countries to adopt and routinely use for regular supply chain performance assessment and as a starting point for national supply chain strengthening initiatives, including further in-depth assessments using established tools like the Effective Vaccine Management.
