Solicitation and award
The solicitation process is the first phase of implementation of the procurement strategy when a tender is the procurement method selected.
The solicitation process includes the preparation, approval and publication of the bid, the definition of timelines and mechanisms for clarification and bid submission, followed by the actual receipt of bids, review of offers, award and communication of results. Once the results have been communicated to bidders, a contract is issued after a period allowed for challenges and appeals.
This phase is inherently complex, as it requires a highly controlled environment to ensure confidentiality and integrity of the process while allowing for clarifications and amendments as needed. The degree of complexity in this phase depends largely on the quality of the content of the tender documents and on the familiarity of bidders with the conditions and process.
