How does the toolbox work?

First, the user will leverage a adapted  version of UNICEF’s Supply Chain Maturity Model (SCMM). The SCMM is used to rapidly measure performance and capability of national supply chains across a maturity framework that ranges from level 1 to level 5.

While the full UNICEF’s SCMM looks at the operations and the enablers across the supply chain (from demand to human resources to end-user monitoring, etc), within this assessment toolbox the user will use UNICEF’s SCMM to assess only two key supply chain operations that are relevant for the purpose of evaluating the government’s procurement processes: Procurement and Demand.

Once the Maturity Model process has been completed, the user is provided a suggested existing stand-alone assessment tool that might fit best to further define the bottlenecks that their national procurement system may be facing and guided towards a more in-depth context analysis.

In this light, the assessment toolbox provides an overview of existing assessment tools and key aspects of the procurement system for immunization supplies that need to be covered in an assessment. According to the described preliminary steps, the user will have the elements that are necessary to define an internal roadmap, including strategic consultations with key stakeholders who will aid the user in creating the targeted goals for improvement.
