Institutional effectiveness evaluations
Enhancing UNICEF’s organizational performance, efficiency, and impact for children.

Improving performance
UNICEF conducts institutional effectiveness evaluations to thoroughly assess the organization's performance, efficiency, and impact in achieving its intended outcomes for children. Institutional effectiveness evaluations focus on organization-wide functions and elements that are critical for achieving UNICEF's mission. These evaluations examine various aspects of UNICEF’s operations, policies, programmes, and resources or focus on change strategies and enablers that are critical to achieving the goals of UNICEF’s Strategic Plan and positioning the organization and its partners for success.
Using adaptive and innovative methodologies, institutional effectiveness evaluations identify strengths, weaknesses, opportunities, and challenges. They inform decision-making, planning and change management processes to improve organizational performance and accountability and ensure continuous learning, improvement and adaptation in the organization.
Evaluations in 2024 assessed the implementation of the UNICEF Strategic Plan, the UNICEF gender policy and the integration of gender into programming, innovation, internal communication and staff engagement, and human resources management.
