Evaluability assessment and formative evaluation of UNICEF’s Innovation Hubs
How can UNICEF’s Innovation Hubs drive progress in education and financing for children, and what lessons can strengthen their growth, sustainability, and integration within UNICEF?
In 2022, in partnership with the Government of Finland, UNICEF launched two Innovation Hubs – the Learning Innovation Hub and the Innovative Finance Hub – to tackle global challenges through new approaches in education and financing. As these hubs move beyond their pilot phase, UNICEF is taking stock of their progress.
This Evaluability Assessment and Formative Evaluation (EAFE), will assess how well the hubs are integrated into UNICEF’s systems and partnerships, the clarity and plausibility of their theories of change, and the added value of the hub model for innovation and impact. The evaluation will generate practical lessons and recommendations to support adaptive management, guide future investments, and prepare for a full future evaluation.
Planned to conclude in May 2026, the assessment will use a participatory, mixed-methods approach and will strengthen organizational learning and strategic decision-making, helping to ensure that the innovation hubs contribute effectively to UNICEF’s mission for children.
