Evaluation of the UNICEF Strategic Plan 2022-2025

How effectively has the current Strategic Plan guided UNICEF's activities and to what extent have the intended results been achieved? What lessons can be learned to inform the design of the next Strategic Plan?

The UNICEF Strategic Plan, 2022–2025 outlines the organization’s vision for achieving results for children and serves as a global roadmap for all UNICEF offices, country programmes, and National Committees. As this plan approaches its conclusion, UNICEF is preparing for the next Strategic Plan amid critical challenges, including an increasingly constrained resource environment, the impacts of climate change, widening gender inequalities, and escalating humanitarian crises. These challenges threaten children’s rights and jeopardize progress toward the child-related Sustainable Development Goals (SDGs) for 2030.

To assess the Strategic Plan’s effectiveness and inform the development of the upcoming Plan, the UNICEF Evaluation Office conducted an independent evaluation. The evaluation examined the plan’s fitness for purpose, progress to date and, through forecast modelling, likely achievements by the end of the current Strategic Plan period. Building on the findings of the 2022 Evaluation of UNICEF’s Positioning for the Strategic Plan, this evaluation contributes to a continuum of learning that supports UNICEF’s strategic planning efforts.
