Informing the Quadrennial Comprehensive Policy Review (QCPR)
How can insights from 1,000 UN evaluations help shape the 2024 Quadrennial Comprehensive Policy Review (QCPR) and strengthen UN development efforts to advance the Sustainable Development Goals?
The United Nations Sustainable Development Group System-Wide Evaluation Office (SWEO) has partnered with the Independent Evaluation Offices of UNFPA, UNDP, UNICEF, WFP, UNHCR, and IFAD to synthesize evaluation evidence that informed the upcoming 2024 Quadrennial Comprehensive Policy Review (QCPR).
This cross-system initiative analyzed nearly 1,000 UN evaluations conducted between 2021 and 2024, resulting in a set of resources designed to support evidence-informed policymaking. These include five thematic evidence summaries aligned with QCPR priorities, interactive digital maps visualizing evaluation coverage, and accompanying briefs that highlight key findings and lessons learned.
The summaries address critical areas such as system-wide responses to complex crises, the functioning of the independent Resident Coordinator system, progress on regional-level UN development system reform, the role of quality funding, and the transition to sustainable food systems. The findings were intended to inform revisions to the 2024 Quadrennial Comprehensive Policy Review (QCPR) resolution, and ultimately, the initiative sought to enhance accountability, foster learning, and guide strategic improvements across the UN development system.
