U-Report is UNICEF’s global digital platform and community for youth engagement, enabling young people to share opinions, access information and act on issues affecting their lives. Since its launch in 2011, U-Report has grown to more than 38 million users in over 95 countries and is now one of UNICEF’s main tools for youth participation and accountability.

As UNICEF moves into its 2026–2029 Strategic Plan, the organization and its partners need solid evidence on how well U‑Report is working, what value it provides, and whether it can be sustained. This information will help guide decisions about its future design, funding, and role in UNICEF’s broader approach to engaging with and being accountable to children and young people.

Planned to conclude in October 2026, the evaluation will draw on a range of sources, and will strengthen organizational learning and strategic decision-making, helping to ensure that it contributes effectively to UNICEF’s mission for children.
