Understanding how UNICEF works — and how it can work better for children.
The Institutional Effectiveness team within the Evaluation Office assesses how UNICEF operates to generate independent evidence that informs improvements in organizational performance and strengthens results for children. The team focuses on evaluating organization-wide functions that are critical to achieving UNICEF’s mission.
Institutional effectiveness evaluations examine key aspects of UNICEF’s internal performance, including organizational structures, people, culture, and processes. These evaluations also analyze policies, strategies, organizational enablers, and the accelerators reflected in the UNICEF Strategic Plan 2026–2029 — such as advocacy for child rights, partnerships to mobilize financing at scale, safeguarding, access to supplies, innovation and digital transformation, and a strengthened focus on adolescent girls — that support implementation of the Strategic Plan and position UNICEF and its partners to achieve sustainable impact at scale.
In addition, the team conducts regular evaluation syntheses and maintains an evaluation evidence and gap map to provide an overview of what UNICEF is achieving for children and where further evidence is needed. The team supports institutional effectiveness evaluations at regional and country levels and contributes to strengthening the UNICEF evaluation function through the development of guidance, training, and practical resources that enhance institutional effectiveness and support organizational learning and evidence-informed decision-making across UNICEF.
Through this work, the team promotes accountability, learning, and continuous improvement to help UNICEF deliver better outcomes for children.
