Evidence of UNICEF achievements for children: A synthesis of UNICEF evaluations

Global Evaluation Evidence Synthesis (GEES)

In a complex and fast-changing global environment, UNICEF needs to know what the organization has achieved, how, and why to determine what works and does not work in achieving outcomes for children and adolescents. Towards this end, the UNICEF Evaluation Office carried out, in partnership with Newcastle University, a synthesis of UNICEF evaluation reports produced between 2018 and 2022.

By bringing together the evidence from UNICEF evaluations, the synthesis provides UNICEF and its partners with a holistic view of what has and has not been achieved for children as part of the organization’s Strategic Plan. In addition, the synthesis focused on the key factors that have enabled or hindered the organization’s performance, including the role that UNICEF plays in the UN system for advancing development objectives towards the Sustainable Development Goals (SDGs) and Agenda 2030.

The report is accompanied by an interactive evaluation evidence gap map that visualizes the evaluations conducted by UNICEF against the Strategic Plan results areas.

UNICEF Evaluation Office In 2023, the UNICEF Evaluation Office, in partnership with Newcastle University, launched a systematic synthesis of UNICEF evaluations to provide a comprehensive summary of UNICEF’s main achievements and areas for improvement based on evaluation evidence. The Global Evaluation Evidence Synthesis sought to provide evidence of what has or has not worked in achieving results for children and adolescents. It identifies the key factors that have enabled or hindered UNICEF’s achievements and highlights lessons learned emanating from evaluations. The synthesis has also generated an evaluation Evidence Gap Map to highlight gaps in the evidence base and show where evidence is more abundant. The map is an intuitive, visual, and interactive tool designed to provide an overview of the existing evidence on the UNICEF Strategic Plan (SP) Goal and Result Areas, across the areas where UNICEF operates worldwide.
