Getting there together: A synthesis of inter-agency programme evaluations on SDG 5
How effective is joint programming in advancing SDG 5, which promotes gender equality and to empower all women and girls? What insights do evaluations provide about the progress made in this area?
Joint programming has become an increasingly common approach within UN efforts to advance progress under Sustainable Development Goal (SDG) 5, which focuses on achieving gender equality and empowering all women and girls.
At the midpoint of the 2030 Agenda, UN Women, UNDP, UNFPA, UNICEF and WFP reviewed lessons learned regarding SDG 5 through a synthesis of related UN system evaluations. This synthesis, titled “Are We Getting There? A synthesis of UN system evaluations of SDG 5” identified a significant number of evaluations of inter-agency programmes.
In light of the growing emphasis on collaboration across UN agencies, the partner agencies saw an opportunity to take a closer look at the role of inter-agency programming in addressing SDG 5 targets. This report, a companion to the main synthesis, examines inter-agency evaluations from the original report, along with additional evaluations completed in 2023 that were not included in the earlier analysis.
In total, 68 inter-agency evaluations were analysed for their evidence on five key elements: the strategic significance, effectiveness and coherence of inter-agency programming; enablers and barriers to inter-agency programming; recommendations from evaluations on inter-agency programming; evidence gaps in the available data; and lessons to draw from inter-agency programming for SDG 5.
