Commissioned by UNICEF Cambodia in collaboration with the Ministry of Social Affairs, Veterans, and Youth Rehabilitation, this report presents the first national review of the implementation of Cambodia’s 2016 Juvenile Justice Law (JJL). Enacted in 2017, the law marked a significant milestone in aligning the nation’s juvenile justice framework with international standards. By emphasizing diversion, rehabilitation, reintegration, and the primacy of the child’s best interests, the JJL set a strong legal foundation that was further reinforced by the Juvenile Justice Law Strategic and Operational Plan (JJLSOP, 2018–2020).
