Review of Education Management Information Systems
East Asia & Pacific, Malaysia, Timor-Leste and Mongolia

A staggering 35 million children and adolescents from pre-primary to secondary levels in East Asia and Pacific were already out of school. Now with the COVID-19 pandemic and school closures, many more millions of children are being denied their access to schools and right to learn. The longer children remain out of school, the less likely they are to return. Therefore, more than ever, we need to better understand the challenges that most vulnerable children and adolescents face in their daily lives. We must have better data and information, in order to know who they are, where they are, and how we can support each of them so they can learn effectively and achieve their full potential.
It is in this context that UNICEF EAPRO presents a series of study reports from the ‘Review of Education Management Information Systems (EMIS) that Track Individual Student Data’ which was conducted in 2019, with the aim of filling the critical gaps between data and policy. Three countries (Malaysia, Mongolia and Timor-Leste) voluntarily participated in the research which examined the extent to which and how various data on individual students are collected, analyzed and utilized in respective contexts. Based on the country studies, regional synthesis report was also developed to highlight key findings and recommendations to all the countries to improve evidence-based decision-making and informed targeted investment to transform education systems and ‘build back better’ in post-COVID 19 world.
