The Global Evaluation Report Oversight System (GEROS) is UNICEF’s corporate mechanism for assessing the quality of evaluation reports across the organization. It ensures that evaluations meet UNEG norms, uphold equity, disability, gender equality, and human-rights-based principles, and align with the 2023 UNICEF Evaluation Policy. This updated version of the GEROS Handbook integrates evaluation standards, ethical guidance, and inclusive practices. It provides detailed instructions for reviewers, outlines the Evaluation Quality Assessment (EQA) workflow, and defines criteria, rating scales, and indicators that determine report quality.
Through this mechanism, UNICEF promotes learning, transparency, and credibility in its evaluative work—supporting senior managers, country offices, and partners in making informed, evidence-based decisions. The handbook also offers practical examples, templates, and alignment with UN-SWAP and disability-inclusive evaluation standards to advance continuous improvement and organizational accountability.
