Insights from the Global Foundational Learning Action Tracker 2025
Highlights
Foundational learning equips children with the essential skills they need to thrive. Launched in 2023 by UNICEF and the Hempel Foundation, the Foundational Learning Action Tracker monitors countries’ efforts to accelerate foundational learning, anchored on the RAPID Framework.

The Foundational Learning Action Tracker 2025 covers data for 124 low- and middle-income countries on ongoing government actions targeted at supporting foundational learning. This year’s update places a spotlight on teachers – the cornerstone of quality education. Since 2024, more countries now report adopting key teacher support strategies, including regular assessments and evidence-based interventions to improve learning. Yet, progress has slowed in areas critical to effective classroom teaching, such as textbook-student ratio and use of assessment data. Overall, Action Tracker 2025 finds that while most countries have maintained their efforts to support foundational learning, accelerated action at scale and stronger systems are urgently needed to drive meaningful change.
