Findings from the Foundational Learning Action Tracker 2024

Highlights
Foundational learning – basic literacy, numeracy and socio-emotional skills – is critical to ensuring all children can realize their full potential. Countries are taking action on improving foundational learning, including through the RAPID Framework.

To monitor countries’ ongoing RAPID efforts for foundational learning, UNICEF and the Hempel Foundation launched the Foundational Learning Action Tracker in September 2023. This report presents findings from the RAPID 2024 survey of 89 low- and middle-income countries as well as data from UNICEF’s yearly monitoring exercise with its programme country offices. In total, the Foundational Learning Action Tracker 2024 includes data for 123 low- and middle-income countries. The report finds that most countries have either advanced or remained stable in their efforts since 2023. Strengthened systems and policy measures aligned with the RAPID Framework are needed to accelerate progress on foundational learning.
