WCARO Technical Note # 3: The COVID-19 Evaluability Assessment Checklist

Since the onset of COVID-19, countries in the West and Central Africa region have been confronted with an unprecedented health and socio-economic crisis. As UNICEF has been supporting governments across the region in both the formulation and implementation of numerous national COVID-19 response plans, there is a pressing need to evaluate their merit and worth as well as to draw the related lesson learned. However, before embarking on any such evaluation, it is of utmost importance to conduct an evaluability assessment of the different national COVID-19 response plans.
Evaluability Assessment: Definition
The purpose of an evaluability assessment for UNICEF is to provide programme staff and partners with evidence on the extent to which results of a program or a strategy (including the COVID-19 response) can be demonstrated in the near, medium and long term based on programme documentation and the monitoring systems being established. An evaluability assessment will provide assurance to stakeholders that the programme is robust, that objectives are adequately defined, that causal linkages are clarified, that its indicators are validated and measurable, and that systems are in place to measure and verify results.
