2025 Call for Proposals for UNICEF Impact Evaluation Catalyst Fund

The impact catalyst fund (ICF) is a strategic initiative of the UNICEF Evaluation Office that aims to support high-quality impact evaluations in priority thematic areas of UNICEF. Previous ICF calls focused on the thematic areas of: (1) child marriage and social norms, and (2) adaptive social protection in fragile contexts across the globe that were launched in 2023. These calls garnered significant interest and the selected proposals were eligible to receive matching grants and technical assistance to design rigorous impact evaluations with multi-year primary data collection.
This third ICF call for proposals in 2025 focuses on the thematic area of Adaptive Social Protection (ASP) in Fragile Contexts in the Middle East and North Africa, the Sahel, and the Horn of Africa. Generating scientifically robust evidence on this topic enables national partners to make scientifically grounded decisions to build and strengthen ASP systems. Furthermore, it allows for the replication of successful interventions and the improvement of child-focused outcomes in fragile contexts. This call is implemented through a broader five-year evaluation partnership between Germany’s Federal Ministry for Economic Cooperation and Development (BMZ) and UNICEF under the Adaptive Social Protection Evidence generation for Child ouTcomes (ASPECT) project.
