Global Annual Results Report 2023 : Goal Area 3
Every child is protected from violence, exploitation, abuse, neglect and harmful practices

Highlights
As part of the broader Global Annual Results Report, the Goal Area 3 Chapter presents results on UNICEF’s child protection programme, which includes three result areas. Child protection is the prevention of, and response to, exploitation, abuse, neglect, harmful practices and violence affecting children, including adolescents. The UNICEF approach to Goal Area 3 (child protection) is guided by human rights principles, norms and standards that are embedded in the Convention on the Rights of the Child and its three Optional Protocols. Within Goal Area 3, UNICEF is also working towards the achievement of SDGs 5 and 16.
In 2023, significant progress was made in Goal Area 3 despite economic crises and rising poverty, a global push-back on gender equality and child rights, and the politicization of migration that hampered efforts to protect children. On average, UNICEF achieved or came close to achieving its 2023 output-level milestones for all three result areas.
Headline results:
- 32 million people were engaged in reflective dialogue towards eliminating discriminatory norms and harmful practices affecting girls and women.
- Over 26 million people in humanitarian settings with child protection services and provided alternative care or reunification to over 250,000 children who had been lost or separated from their families due to conflict or displacement.
