Limited research and guidance are available regarding the criteria for an effective anti-female genital mutilation (FGM) law, particularly from a human rights standpoint. This document provides recommendations on best practices, outlining how to align an anti-FGM law with standards set by human rights conventions, mechanisms, and political declarations made by nations. The report serves as a valuable resource for countries in the process of developing new legislation aimed at criminalizing FGM or intending to amend existing laws. 

The report further underscores the importance of allocating adequate resources to implement the law effectively, ensuring that laws are translated into action and protecting human rights. This technical note supports policymakers, parliamentarians, and civil society actors in developing or amending laws to stop FGM.
