Angola presents Child Profile to guide evidence-based public policies.

Report highlights important advances, but also persistent challenges to ensure the rights, development and well-being of every child in Angola.

Luanda, June 23, 2026 – The Government of Angola, through the National Institute of Statistics (INE) and the United Nations Children's Fund (UNICEF), formally presented the Child Profile in Angola 2023–2024 report, an essential statistical document to guide public policies and strengthen evidence-based decision-making.

Based on the most recent data from the Multiple and Health Indicators Survey (IIMS) and the General Population Census, the report shows relevant progress, including the reduction of under-five mortality and the increase in birth registration. At the same time, it draws attention to still significant challenges in the protection, development, and promotion of children's rights.

The presentation ceremony was chaired by the Minister of Social Action, Family and Promotion of Women, Ana Paula do Sacramento Neto, who underlined the importance of analysing the data with "intellectual honesty" and transforming the evidence into concrete answers for children and families.

"The launch of the report on the Profile of the Child in Angola is a photograph that allows us to review the past, execute the present and project the future. The statistical data bring encouraging news, but they force us to do an exercise in intellectual honesty", said the Minister.

The publication, the first thematic report derived from the IIMS, gains particular relevance in a country where children and adolescents represent practically half of the population. Between 2025 and 2027, Angola is estimated to have around 18 million children, reinforcing the urgency of policies and investments aimed at this group.

The Chairman of the Board of Directors of INE, Joel Futi, highlighted the institution's responsibility in the production and management of statistical data on such a young population. According to the official, the choice of the Child Profile as the first thematic report reflects the need to provide useful information to the Executive, civil society, universities, the private sector, and international partners.

"These statistical data and studies will allow not only members of the Executive, but also society, universities, companies and international organizations to make the most of the numbers we have been producing. These data are a source that will allow us to assess if, in fact, we are in the right direction," said Joel Futi.

Representing UNICEF in Angola, the Deputy Representative, Cristina Brugiolo, welcomed the Executive's effort and reinforced the importance of an evidence-based decision-making culture.

"Without data, we sail blindly. With data, we can build policies that are more effective, more equitable, and capable of transforming lives. May this Profile not be just a consultation document, but a living tool", said Cristina Brugiolo.

The closing of the event was the responsibility of the Minister of Planning, Vítor Hugo Guilherme, who highlighted the technical rigor of the document and called for the use of statistics to formulate more effective and inclusive public policies, capable of reducing regional asymmetries and responding to the needs of children in urban and rural areas.

"Today we are witnessing an act of great national relevance, as we lay the solid foundation to better plan, monitor, and formulate more effective and inclusive public policies. This Child Profile should not be viewed solely as a static publication. It is, above all, a commitment to the future we want for our nation," said the Minister.

With the presentation of the Child Profile in Angola, the country has a strategic tool to monitor progress, identify gaps, and guide priority interventions for the benefit of children. The challenge now is to convert the evidence into concrete actions, with a direct impact on communities and the lives of each child.
