Quelimane, Zambezia - This week, UNICEF marked an important milestone in strengthening institutional capacity for social action services in Quelimane Province, Mozambique.
Through an investment of approximately USD 80,000 in equipment, provincial authorities and five districts have received essential digital and operational tools—including computers, tablets, equipment for home visits, and motorcycles. This initiative, supported with funding from the World Bank, will significantly improve the quality, reach, and efficiency of social services.
These resources will enable frontline workers to:
- Enhance case management systems
- Increase the frequency and effectiveness of home visits
- Provide more timely and tailored support to vulnerable families
A sustainable, system-strengthening approach
As highlighted in the programme’s transition from service delivery to system strengthening, sustainability is at the core of this intervention.
Rather than creating parallel structures, this initiative reinforces existing government systems—embedding case management within regular social action services, using government staff, and prioritizing cost-efficient, high-impact functions such as case identification, referrals, and follow-up.
The investment in equipment and mobility directly supports:
- Expanded outreach and home visits
- More efficient and digitalized case management
- Stronger coordination across sectors
During the visit to the province, UNICEF officially handed over the equipment to the Provincial Directorate of Gender, Children and Social Action (DPGCAS), through its Director. The equipment will be distributed across the districts of Molumbo, Pebane, Gile, Nicoadala, and Milange, benefiting more than 3,000 families currently identified through the Cash Plus social protection programme (Child Grant).
