Understanding the inclusion of children and adolescents with disabilities in the Paraguayan education system

Highlights

In Paraguay, children with disabilities continue to face barriers to accessing inclusive education. Over the past decade, the country has made important progress in advancing inclusive education—strengthening its legal framework, promoting Universal Design for Learning (UDL) as a core pedagogical approach, and developing accessible teaching and learning materials. However, disparities in access and educational quality remain, particularly for children with hearing and visual disabilities. Many schools lack accessible infrastructure, adapted materials, and adequately trained teachers in inclusive education. 

This report, developed under the Learning is For Everyone (LiFE) research initiative, outlines four strategic recommendations to support a progressive, system-wide approach to strengthening inclusive education. These include enhancing teacher training, building teacher capacity in sign language and accessibility measures, documenting effective classroom practices for UDL implementation, and improving collaboration between inclusive education support centres (CAIEs) and mainstream schools. The LiFE research in Paraguay was conducted through a partnership between UNICEF and the Ministry of Education and Sciences (MEC).
