Enabling UNICEF to deliver more effective and sustainable results for children

UNICEF’s work in programme effectiveness strengthens how programmes are planned, implemented and monitored to deliver results for children. It helps make systems and processes more coherent, practical and responsive, so that evidence and experience guide better decisions and improve programme performance.

This work supports more agile, efficient and informed decision-making across the organisation, helping programmes deliver results in a wide range of contexts.

It brings together four core areas.

  1. Risk management in programming and safeguarding ensures that programmes are delivered safely, ethically and with strong accountability. Safeguarding means protecting children from harm, including abuse, exploitation and neglect, and is integrated throughout programmes to strengthen the quality of partnerships and implementation.
  2. Strategic planning and analytics support more coherent and results-focused programme design. This work aligns corporate priorities with country programmes and strengthens the use of data and analysis to inform planning and decision-making.
  3. Monitoring and results management reinforce how progress is tracked and used. Systems for field monitoring and performance management, including office scorecards, provide timely insights that help teams adapt and respond to changing needs.
  4. Organisational performance and systems improve the tools, guidance and processes that support programme delivery. They help keep systems used by country and regional offices practical, up to date and responsive to user needs. Structured feedback mechanisms connect UNICEF offices to capture user experience and identify practical challenges. These insights are used to drive ongoing improvements, including more flexible systems and streamlined reporting to keep our programmes accountable.

Learning and continuous improvement underpin all areas of this work. Capacity development and knowledge management make tools and lessons accessible and support their use across the organisation.

Together, this integrated approach enhances the coherence, efficiency and impact of programmes, enabling UNICEF to deliver more effective and sustainable results for children.
