The study focuses on four key areas of social protection governance and institutions: legal and policy frame­works, horizontal coordination between sectors and organizations, decentralization and vertical coordination, and human resources.  Key findings highlight the critical role of pre-established institutional arrangements in preparedness and response, the importance of effective inter-sectoral policy and organizational coordination, and the need for robust procedures and human resource strategies to manage and deliver social protection in crisis situations.
