This report presents the findings of an independent evaluation of UNICEF’s global response to the COVID-19 pandemic.

Almost two years into the pandemic, this evaluation was designed to assess, from a global perspective, how well UNICEF responded to the COVID-19 pandemic and the extent to which it realized its intended role in the global response to COVID-19. The evaluation report sheds light on how the first ever global Level 3 Scale-Up Corporate Emergency Activation Procedure (CEAP) was made operational by UNICEF, the results it achieved, alongside the challenges and opportunities that UNICEF faced. The report also offers insights on how to inform the direction of future public health emergencies.
