Paving the pathway for inclusive education for children with disabilities in Nepal

Highlights

Nepal has shown notable progress in disability-inclusive education through strong legal frameworks, signing international commitments, and a range of small-scale initiatives aimed at improving access or quality education for children with disabilities. However, policy inconsistencies, fragmented data systems, and challenges in coordination and scaling efforts still hinder full inclusion.

This report, conducted under the Learning is For Everyone (LiFE) research initiative, focused on identifying, understanding and exploring strategies to scale up good practices in disability-inclusive education identified across four provinces: Bagmati, Karnali, Koshi and Lumbini. Drawing on the findings, it outlines five recommendations that include short-, medium-, and long-term goals to guide implementation and ensure sustainable progress toward disability-inclusive education.

The recommendations focus on:

  • Standardizing early screening and institutionalizing Individualized Educational Plans (IEPs)
  • Strengthening Universal Design for Learning (UDL) principles  
  • Institutionalizing flexible assessment accommodations and modifications  
  • Strengthening the inclusive education capacity of the teaching workforce
  • Enhancing the accessibility of school infrastructure

The LiFE research was conducted by UNICEF, in partnership with Nepal’s Center for Education and Human Resource Development (CEHRD).
