The challenge
Over the last two decades, numerous reform initiatives have been designed and implemented, aimed at improving the relevance, quality and inclusiveness of education in Montenegro.
Yet, many challenges remain to ensure that all children are enrolled in mainstream schools, from pre-primary to upper-secondary levels, and are receiving high-quality education and care.
Some children are more likely to be deprived of the right to access to quality education, which may result in perpetuating the cycles of poverty, adversity and exclusion.
The overall quality of education remains a serious obstacle to children acquiring the knowledge and skills needed for success in school and in the labour market.
The solution
UNICEF is dedicated to making sure that all children enjoy the right to quality education, by enhancing the systems and creating opportunities for children to develop the skills and competences from their earliest years, all the way through secondary school
