Early childhood education and care

Montenegro has made important strides since 2014 in expanding the coverage by preschool education and in improving access to preschool for the most vulnerable groups. However, issues related to insufficient infrastructural capacities and provision of high-quality education and care are obstacles to enabling access for all children, particularly children with disabilities, to realizing their right to grow, learn and develop together with their peers from earliest years.
