Highlights

Recognizing both the risks and benefits of DPI for child rights, UNICEF’s Digital Impact Division has developed this guidance note to support UNICEF country offices and partners with DPI design and implementation.

Safe and inclusive digital public infrastructure (DPI) is not only a technology issue; it relies on expertise in interoperability, cybersecurity, digital safeguarding, and systems architecture to protect children’s rights. This document was developed with inputs from UNICEF colleagues with different backgrounds spanning digital development, health, education, child protection, responsible data for children and cybersecurity and draws on existing resources across different areas relevant to digital public infrastructure. It aims to complement larger global efforts on DPI safeguarding, especially the Universal DPI Safeguards Framework.
