Консултант за документиране на опита на Кризисния център за непридружени деца в Русе

Over the past years, Bulgaria has been significantly impacted by the flow of migrants and refugees including unaccompanied and separated children (UASC). The most significant influx of refugees since 2015 onwards was experienced in 2022. As part of its support and efforts to strengthen national and local efforts for care and protection of refugee and migrant children including UASC, in 2023 UNICEF Bulgaria and Russe Municipality signed an MoU, thus agreeing to work together to enable an equitable access to social services for refugees and migrant children and their families. Based on that, Grant Agreement was signed and entered into force on 14th June 2023 for direct support to the newly established Crisis Centre for unaccompanied children in Russe.

The aim of the consultancy is to document the experience of the first ever established specialised social service for unaccompanied children through systematization of the methodologies, good practices and lessons learned as part of the service development and implementation. The documentation will inform the development of the methodologies, SOPs and other service documentation for the planned alternative care arrangements that will be established under the EC project, led by the State Agency for Refugees and envisaged to be implemented with UNICEF support.

The main objectives of the consultancy are as follows:

• Provide input and support the review and documentation of the promising practices and lessons learned from the crisis centre social service for UASC. This will include participation in interviews, supporting focus groups discussions, support with provision of documents, etc.;
• Support the drafting and preparing the methodological guides, SOPs for residential social service for UASCs.

Key deliverables:

• Inception report  up to 6 pages that will outline the consultancy's objectives, methodology, work plan, and timeline for the 40-day period;
• A final report up to 20 pages documenting the service methodology, results, promising practices and lessons learned;
• A PPP presenting the final report.

Timeframe and duration of the assignment:

The assignment is envisaged to take place between 1 October – 30 December 2024.   

Requirements:

• Bachelor’s degree in a relevant field
• Professional experience in running/working in residential social services
• Sound knowledge and understanding of the care and protection of refugee and migrant children with a focus on unaccompanied children;
• Excellent analytical and written skills
• Good planning and organizational skills
• Respect for cultural diversity and human rights
