UNICEF jointly with ‘Yuksalish’, a nationwide movement, organized a policy dialogue on ‘Human Capital Development: Education for the Future’.

Representatives of the Ministries Public Education, Pre-school Education, Higher and Secondary Specialized Education, the State Inspection for Supervision of Quality in Education under the Cabinet of Ministers of Uzbekistan, Ministry of Employment and Labour Relations and other governmental bodies, academia, UN and international organizations discussed the present challenges and opportunities for improving quality of education in Uzbekistan. The dialogue brought together opinions of decision makers, educators, business professionals and young people themselves.

In April 2019, the President of Uzbekistan approved the Concept of Development of Public Education System until 2030. Besides improving the education infrastructure and methodology, the Concept sets an ambitious goal for the country to enter the group of 30 leading countries of the world by 2030, as per PISA ratings, an international student assessment programme.

“Schools that are performing poorly are the ones attended by the most deprived children in community, and these schools need support,” said Sascha Graumann, Representative, UNICEF Uzbekistan. “It is important to provide them with better learning materials and human resources to compensate for their deprivation,” he added.

The dialogue emphasized on what should be focused in the classrooms. Without developing foundational skills like reading, writing and numeracy; and transferable skills like communication and critical thinking starting at pre-primary level, young people cannot access further training and employment that requires higher level thinking and so will be excluded from benefits of future of work.
