Objectives, Purpose & Expected Results
The objective of this consultancy is to support the Government of Uzbekistan in identifying the way forward in transitioning to an intervention and referral system that is based on the social model of disability, as well as more integrated approach in service provision for children with disabilities and their families.
To respond to the above objective, the institutional contractor should conduct the following activities and deliver the following results:
- Map the current provision of services across sectors that identify and diagnose child developmental delays and child disability at an early age and of community care and support services for children with disabilities across the life cycle as well as their their families, where their technical and financial support (funding, standards, quality assurance, training and continuous professional development) comes from, and the current Government (national ministries and agencies, and regional and municipal governmental financial support) and donor investments for these services. The costing analysis should also consider the costs of residential care for children with disabilities (funding and expenditure for programmes and services and operational costs).
Results:
- A list of relevant services provided in Uzbekistan (excel format), disaggregated by geographical location (central, regional, district) and service provider (national ministry or agency, regional or district bodies, civil society organization).
- Public Expenditure Review of the government spending for provision of the social services to Children with Disabilities under the current system in the period of 2017-2023. This should include budget allocation and expenditure (excel format), disaggregated by functional, economic, and administrative classifications as well as by source of funding (national ministry or agency, regional or district bodies, civil society organization) and investments by external donors.
- Produce a critical analysis of the current design and implementation of early identification and early intervention services and community care and support services including referral mechanisms and services performed at school level, the strengths and limitations of and main lessons learned from different modes of implementation concerning access (especially disparities among urban/rural communities/districts), principal bottlenecks and opportunities for enhancing the design and implementation of services at scale. Provide recommendations and develop a Theory of Change for how to transition towards an intervention and referral system that is based on the social model of disability, aimed at ensuring the full inclusion of children with disabilities, as well as a holistic and integrated approach in service provision to children with disabilities and their families.
Results:
- A reader-friendly critical analysis report with evidence-based recommendations (30 pages max., excluding annexes).
- A visually attractive theory of change (1 page, excluding notes/explanations – approx. 5 pages in total).
- A PowerPoint presentation summarizing the recommendations and theory of change.
- Based on theory of change and costing analysis, design an investment case that provides an analysis of the investments needed to model such system in selected locations (January to December 2024), and to eventually roll-out the system at scale (January 2025 onwards), complete with annexes on cost drivers by types of intervention, and budget development notes. This also should include cost-benefit/effectiveness analysis to justify the additional investments as well as the fiscal space analysis to suggest sources of funding.
Results:
- An overview of the projected cost and forecast/needs (costing analysis).
- Justification of additional investments (cost-benefit/effectiveness analysis).
- Recommendations on the sources of potential funding (fiscal-space analysis).
Description of the Assignment
The services requested above will be conducted within a timeframe of four months, from August to November 2023.
UNICEF Uzbekistan will establish a national reference group of experts from relevant ministries and institutions, self-initiative groups of parents with children with disabilities and Organisations of Persons of Disabilities under the overall leadership of the National Agency of Social Protection. The reference group will oversee the assignments and provide guidance to the institutional contractor as needed. Also, there will be a need to coordinate closely with the appointed UNICEF education expert who is currently supporting in the development of an inclusive education framework and guidelines to ensure synergy and review of referral pathways and mechanisms across social sectors.
All deliverables should be produced in English and Uzbek.
The mapping and critical analysis should respond to below questions, adapted from the Methodological Guide for Conducting National Situation Analyses on Early Childhood Intervention, developed by UNICEF Regional Office for Europe and Central Asia (ECARO) to guide work on early childhood interventions at national level[1].
- Document challenges of the current disability assessment and determination process and provide recommendations on the shift to social model of disability assessment and the requires services in line with the CRPD.
- Map existing services (early intervention, community care and support and residential care services for different age groups).
- Assess how the transition in service provision to children across different age groups is managed, analyse the processes, identification, assessment and community
- Analyse existing frameworks and references in multisectoral and sectoral policies, plans and legislation, with a particular focus on the social protection, education, and health sectors, and assistive technology provision, that may provide a legal basis for early identification and early intervention as well as community care and support services across the life cycle of children, as well as identify current gaps in existing strategic planning and legislation.
- Analyse the status and needs of children, parents, legal guardians, and caregivers targeted by the current intervention and referral system, and identify barriers to accessing services and assistive technology, and current programme coverage in urban and rural areas and other remote areas.
- Analyse the capacities of existing sectoral funding and support services of all types as well as service arrangements for delivering integrated, multi-sectoral and interdisciplinary family-centred early identification and early intervention as well as community care and support services, including 1) community outreach; 2) developmental screening and hospital/physician surveillance and monitoring for the identification of children with developmental difficulties; 3) provision of assistive technology, family-centred, multi-sectoral early identification and early intervention, and community care and support services in terms of types of programmes, availability, access utilization, financing, etc.; 4) regards early identification and early intervention: provision of developmental assessments, eligibility decisions, individualized preschool education and individualized family service plans; 5) regards case management and effective referrals to other complementary services (in country and abroad); and 6) transition planning and activities to ensure entry into inclusive early childhood and primary education services.
- Identify existing human resources for the provision of relevant services, including managers, supervisors, professionals, paraprofessionals and skilled volunteers, and analyse programme needs for additional personnel.
- Identify and assess existing resources for pre- and in-service training, personnel and performance standards, licensing/certification, career ladders or lattices, salary scales, personnel training plans, and other human resource needs.
- Analyse the 2017-2023 budgets and expenditures of national ministries and agencies, and regional and municipal governmental support for early childhood intervention services, community care and support services, and provision of assistive technologies as well as all sources of financing for programmes in relation to their funding needs and modalities for ensuring the sustainability of services. In this regard also analyse the current budget and expenditures in support of residential care for children with disabilities, including (partially) baby homes under the auspice of the Ministry of Health, specialized kindergartens (offering overnight stays) and boarding houses for children with disabilities, and so-called murruvats (residential care facilities for children with disabilities) under the Ministry of Employment and Poverty Reduction[2].
- Analyse and identify potentially promising programmes and practices for scale up, scope of services within those programmes, their coverage in terms of child and family characteristics, human resource capacities, needs for training and support, and gaps in current services.
- Offer evidence-based recommendations regarding needs for: 1) strengthening the policy environment; 2) using key entry points for the establishment or strengthening of the organization and coordination of the new intervention and referral system in relation to country context and needs; 3) improving and expanding programms for children with disabilities; 4) allocating and expanding human resources; 5) planning for providing sufficient high-quality pre- and in-service training; and 6) expanding and diversifying financial support for managing and expanding programmes and for establishing new programmes and services.

Objectives
The objectives of the institutional consultancy are:
- Conduct empowerment sessions to the target group introducing social model of disability with a reference to the inclusion in the open labour market with the invitation of the role models for children with disabilities.
- Conduct trainings to the target group on employability skills, job search and labour rights for people with disabilities.
Timeline & Deliverables
The Mandatory Criteria is Pass/Fail. If the bidder does not meet any of the requirements below, they shall be automatically disqualified.
- Registered in Uzbekistan with a certificate issued
- Proven prior experience of at least 2 years in employability support and/or social support of people with disabilities
- Technical Evaluation
Submission of proposals:
Interested companies or institutions are requested to submit both technical and financial proposals in two separate sealed envelopes. The technical and financial proposals will be assessed separately. 70% of the score will be assigned to the technical proposal and 30% to the financial proposal.
Technical proposal should include the following:
- Sufficient human resources meeting the following criteria:
- Higher education in social policy, disability inclusion, education, or other relevant fields
- Experience in curriculum development and training facilitation for children with disabilities
- Experience in facilitating employment of people with disabilities
- Fluency in Uzbek or Russian. English is an asset.
- Quality proposal: The company or institution’s proposal should describe the following:
- expertise of the organization in developing curriculum for people with disabilities on social model of disability, employability skills and provision of support in obtaining employment for people with different types of disability.
- examples of the prior experience in the relevant sphere
- the key components/outline of the curriculum the consultant plans to deliver in the target specialized boarding schools
Financial proposal should include the following:
- Cost of developing the employability skills curriculum for children with disabilities
- Cost of conducting introductory sessions on social model of disability and employment prospects
- Cost of conducting training sessions on employability skills and labour rights of people with disabilities
- Management cost including office expenses as a percentage of the assignment cost. For professional fees, bidders should submit quotes according to different levels such as team leader, trainers, experts, etc.

Development of a Mobile Application for the existing Electronic Immunization Registry of
Uzbekistan

Purpose
The purpose of this assignment is to develop a mobile application that will represent in way an extension to already developed and piloted EIR and which mainly aims to provide a tool for the vaccinators who travel to various facilities across the country (i.e. kindergartens and schools) in order to administer the vaccines as per the national immunization calendar of Uzbekistan. The application which will be installed on Android-based tablets shall allow the vaccinators to identify the patient’s personal data and record the vaccination event including all relevant details such as the vaccine type, dose and batch number. More details are provided in the technical requirements.
Main objectives:
Lot 1
- Design and develop the mobile application which shall be compatible with the Android-based mobile devices (tablets) and tightly interconnected with the existing EIR and its databse. In this sense the selected company will need to closely collaborate with the supplier of the existing EIR software solution;
- Deployment of the software (server-side) on the environment designated by the beneficiary and ensure the application’s interoperability by performing all required integrations with other relevant systems/databases as per the technical requirements;
- Development of the training materials and conducting of the trainings among medical staff on how to use the newly developed mobile application;
- Conduct relevant trainings within the ICT technical staff of the beneficiary regarding the installation, configuration and administration of the software solution developed;
- Provide post-implementation support and technical maintenance services to address identified system shortcomings in the first 12 month after acceptance of the tested version of the application.
Lot 2
- Install and configure the EIR’s mobile application on approximately 4,000 mobile devices (Android-based tablets), as well as configure the devices in a way to ensure the users can use only the authorised applications (i.e. only EIR) and enter serial numbers and other identification information into the Immunization Programme’s asset management database;

Installation and commissioning of 189 RT
- Objectives:
The main objective of this activity is to select a local contractor for the installation of 189 RTMS at vaccine stores in 189 districts outside of Tashkent City and provide user training after commissioning in order:
- to ensure the system is fully functional (must be verified by supplier);
- to ensure the immunization warehouse staff have the required capacity to operate the RTMS efficiently.
- Scope of Assignment:
- Installation teams participate and gets training from the supplier in installations’ sites in Tashkent city.
- Local distribution of the hardware to all installation sites. The RTM system(s) to be installed in the refrigeration asset(s), are available at the installation sites
- The floor plan and useful photographs of the installation sites and installed RTMDs will be shared with UNICEF.
- If applicable, a fixed mains power supply point should be installed within 3 meters of the RTM system’s installation point.
- Sufficient quantity of suitable cable trunks/conduits is available at each installation site to protect cabling from the RTM system mounting point to sensor locations and power supply points.
- Carrying out technical works related to system installation.
- User training for end users on how to operate the installed equipment/systems.
- Technical examination and commissioning.
- If in the process of performing the above steps, it was revealed that the technical condition of any equipment cannot ensure safe and efficient operation and requires repair, then for each unit of such equipment, the “Contractor” together with the “Customer” draws up a “Defective Act” in the form of Appendix 4, which is the basis for the repair.
- All technical works shall be done with minimum disruption to the operation of the cold chain equipment. All rules and regulations pertaining to the operation of the cold chain warehouse functioning, including electricity and safety rules, shall be observed.
- The contractor shall be responsible for their own travel/transportation to the respective sites with the tools and equipment required for installation purposes.
- Duration:
It is anticipated that the work defined in the Terms of Reference to start in May 2023 and completed within three months.

The micro assessment is performed by a third-party service provider and includes a site visit to the IP. The assessment primarily consists of interviews with IP personnel and a review of relevant documentation sufficient to complete the micro assessment questionnaire (Annex 2).
