Highlights

Early childhood development has emerged as a national priority in Rwanda. In response, UNICEF, in partnership with IKEA Foundation, the Government of Rwanda and Imbuto Foundation designed and implemented the Early Childhood Development and Family (ECD&F) Programme. This programme was first implemented in January 2015, with the aim to give children in Rwanda the best start in life and the opportunity to thrive by investing in:

  • Effective and responsive care of young children by the primary caregiver, family and community;
  • Improved access to and use of quality early childhood development and other basic social services for young children; and
  • Child-sensitive policies at all levels of government.

This endline evaluation shows the results of this two-year programme and presents recommendations for the way forward.
