Highlights

Allocations to water, sanitation and hygiene (WASH) continue to grow, reaching Frw 111 billion in 2024/25, but remain constant at around 2 per cent of the national budget. Government spending per person has risen to Frw 8,036 – far below the Frw 19,378 per person needed to achieve the Sustainable Development Goal targets. At Frw 78.6 billion, the drinking-water access programme absorbs 72 per cent of the WASH budget, while the budget for district WASH infrastructure continues to decline. One in every four households in rural areas lacks access to an improved drinking-water source, yet WASH allocations to rural areas remain low. The sector is increasingly reliant on external financing, with domestic resources remaining stagnant.
