Budget brief 2024/25: Social protection
How the 2024/25 national budget invests in social protection for children in Rwanda
Highlights
The social protection budget fell by 22 per cent in 2024/25 to Frw 197 billion, or 3.5 per cent of the national budget. A large proportion of the poor population is not reached by social assistance programmes, and the districts with the highest poverty rates do not necessarily benefit the most. The decline is driven by a significant fall in domestic financing – from Frw 106 billion in 2020/21 to Frw 70 billion in 2024/25 – leaving 64 per cent of the budget dependent on external sources. At programme level, allocations to health financing, including the government contribution to community-based health insurance, fell from nearly Frw 30 billion in 2023/24 to Frw 12 billion, while early childhood development, including stunting reduction, rose from nearly Frw 12 billion in 2022/23 to Frw 18.6 billion.
