Budget brief 2024/25: Macroeconomic performance and national budget trends
How Rwanda's economic outlook and 2024/25 national budget shape investment in children
Highlights
Rwanda's economy is forecast to grow by 6.5 per cent a year over 2024–2027, well below the 12 per cent annual average growth needed to attain middle-income status. The Government is at moderate risk of debt distress and spent 8.2 per cent of its budget on servicing debt in 2023/24. Households have been badly affected by inflation, which peaked at 14 per cent in 2022, eroding the purchasing power of poor and low-income families. The national budget grew by 11.2 per cent to Frw 5,690 billion in 2024/25 – 6 per cent in real terms – but the share allocated to social sectors fell from 28.9 per cent to 25.7 per cent. Education receives the largest share among the social sectors, while social protection receives a declining share.
