Highlights

Health's share of the national budget continues to decline. In 2024/25, Frw 376 billion was allocated to the health sector, equal to 6.6 per cent of the national budget and well below the Abuja Declaration target of at least 15 per cent. The Rwanda Biomedical Centre remains the main spending agency, absorbing half of the sector's resources, while allocations to districts – which mainly provide primary health services – remain relatively constant. Allocations to maternal, child and adolescent health programmes continue to fall, largely because of declines in maternal and child health improvement and vaccine-preventable disease programmes, and infant and under-five mortality have plateaued over the past decade. Excluding off-budget spending by development partners, just over half of the health budget is financed through domestic resources.
