Highlights

Budget allocations to education increased slightly to Frw 793 billion in 2024/25 but declined to 13.9 per cent of the national budget, below the UNESCO target of 15–20 per cent. Primary and secondary education receive 85 per cent of the education budget, while pre-primary education receives just 7 per cent – and in 2023, less than half of children aged 3–5 years took part in early-years education. Districts manage 68 per cent of the education budget (Frw 538 billion), and almost 12 per cent goes to the school feeding programme. Only 37.5 per cent of children who enter primary school are likely to finish P6 within six years. On a positive note, the sector is largely financed by domestic resources, with only one in every 10 francs coming from external sources.
