Highlights

This budget brief explores how far the Government of Rwanda's 2024/25 budget addresses the needs of children through allocations to health and nutrition, education, social protection and water, sanitation and hygiene (WASH). The national budget grew by 11.2 per cent to Frw 5,690 billion, but the share going to these social sectors declined to 25.7 per cent. Education receives the largest share, yet less than 7 per cent of its budget goes to pre-primary education. Health fell to 6.6 per cent of the national budget, and about half of it is funded by external resources. Social protection saw a 22 per cent cut, with 64 per cent of its budget coming from external sources. WASH allocations have increased but, at Frw 8,036 per person, need to more than double for Rwanda to meet its Sustainable Development Goal targets.
