The Minimum Package of Services (MPS) defines a minimum set of essential services that municipalities should provide to prevent and respond to violence against children. Developed through a consultative process involving central and local institutions, civil society organizations, and service providers, the MPS aims to strengthen the child protection system by clarifying institutional roles and responsibilities, promoting intersectoral coordination, and improving access to quality, child-centred services.

The MPS is aligned with the Law on Child Protection, the Law on Social and Family Services, and international child rights standards. It serves as a practical framework to support municipalities and relevant institutions in delivering timely, coordinated, and effective prevention and protection services for children.
