UNICEF Statement on the Case of Child Abuse in Lipjan
UNICEF in Kosovo is deeply shocked and saddened by the reported case of a 5-year-old child from Lipjan who is currently receiving intensive medical treatment following severe abuse and neglect. Our thoughts are with the child and the medical teams providing life-saving care.
No child should ever experience violence, fear, or neglect, especially within their own home, which must be a place of safety, care, and protection. Violence against children is a grave violation of their rights and has long-lasting physical and psychological consequences.
This case reflects a serious violation of the Convention on the Rights of the Child (CRC), which guarantees every child protection from violence, abuse, and neglect (Article 19), as well as the rights to survival, development, and dignity. The CRC is directly applicable in Kosovo Constitution which gives international human rights instruments priority over domestic laws. This places a clear legal obligation on all institutions to prevent, identify, and respond effectively to cases of child abuse and neglect.
This case underscores the urgent need to strengthen child protection systems, ensure early identification of at-risk children across health, education, and social services, and provide timely support to vulnerable families to prevent violence. Coordinated municipal case management, fully functioning child protection services, and sustainable financing are essential to effectively prevent and respond to violence against children.
No child should suffer in silence. Strong systems save lives, and this must be a turning point for action. UNICEF in Kosovo urges authorities to conduct a swift, thorough investigation, ensure accountability, and provide immediate protection and long-term care for the child. Communities, institutions, and families must remain vigilant and report any signs of violence or neglect.
