Evaluation of UNICEF’s Manager Support Programme

To what extent has the Manager Support Programme brought meaningful change in leadership and workplace culture at UNICEF?

On October 8, 2024 in San Juan Ermita, Chiquimula, Guatemala, Edgar Fajardo, UNICEF WASH Officer in the presentation of the Sustainable Total Sanitation and Hygiene (SAHTOSO) actions in the community.  In Guatemala only 59% of households have piped water and 1 out of 5 children live in homes where there is no place to wash their hands with soap and water.

In 2024, UNICEF launched the Manager Support Programme (MSP) as part of its broader organizational culture transformation agenda, with the aim of strengthening people management, inclusive leadership, and supportive supervisory practice across the organization. The MSP equips managers with practical tools, learning opportunities, coaching, and peer support to lead in alignment with UNICEF’s core values.  

Building on the experience gained since its launch, the evaluation will provide credible evidence of the programme’s early achievements, inform adaptation, and strengthen organizational learning on people management and workplace culture. Designed as a formative and early outcome assessment, the evaluation will adopt a utilization-focused, participatory, and mixed-methods approach. 

Specifically, the evaluation aims to: 

  • Assess the relevance, effectiveness, and utility of the MSP in strengthening managerial skills, inclusive and values-based leadership, and supervisory practice;
  • Explore organizational systems, structures, and cultural factors that influence the success or limitations of the MSP;
  • Identify opportunities to adapt, refine, institutionalize, or further invest in successful components of the MSP; and
  • Foster a shared understanding across teams to sustain high-quality, inclusive, and purpose-driven management.
