In a context of tighter fiscal space, UNICEF analysis of the latest budget data reveals a substantial divergence across the Asia-Pacific region both in the levels of funding allocated to social sectors, and the direction of the trend.

Highlights

Produced by UNICEF with support from the European Union, the 2026 Asia-Pacific Social Sector Budget and Expenditure Outlook examines recent trends in public expenditure on education, health and social protection across the region, assessing their implications for children’s well-being.

Drawing on data from the Facility’s  Social Sector Budget and Expenditure Tracker, the report translates regional budget and expenditure trends into analysis of how government investments in social sectors have evolved in the aftermath of the COVID-19 pandemic. It highlights significant differences across countries, with some governments strengthening investments in children, while others face growing fiscal constraints.

The report also explores how economic uncertainty, climate-related shocks and limited fiscal space may affect governments' ability to sustain essential services for children and vulnerable families. It calls for social sector spending to be protected and made more efficient, equitable and effective, so that no child is left behind.

Prepared and funded under the EU-UNICEF Public Finance Facility in South and Southeast Asia, this publication forms part of one of UNICEF’s flagship partnerships in the region.
