The Minimum Package of Services (MPS) is a model developed by UNICEF Romania, in partnership with national and local authorities, to support the delivery of essential, community-based services for vulnerable children and families. Built on principles of prevention, integration, and proximity, the MPS promotes a family-centered approach to addressing poverty, social exclusion, and barriers to access in health, education, and child protection.
The scope of this documentation is to reveal current realities, identify good practices and opportunities, as well as to highlight lessons learned and barriers to future progress or scale-up. It is also intended to inform current strategies, programs, and projects that aim to support the scale-up of the MPS using national budget allocations, EU funds, or other external financing.
