The national e-Learning HUB platform, for the continuing development of professionals in social work and related fields, launched by the Ministry of Labour and UNICEF

BUCHAREST, 30 July 2026 – The Ministry of Labour, Family, Youth and Social Solidarity (MLFYSS) and UNICEF today launched the e-Learning HUB, a national platform dedicated to the continuing professional development of staff working in social services and sectors that contribute to social inclusion.

Developed by the MLFYSS with support from UNICEF, the e-Learning HUB addresses a need identified within the social care system: coordinated access to training opportunities, educational resources and professional development programmes. The platform brings together continuing professional development opportunities for social sector professionals, covering key topics such as the protection of vulnerable people, human rights, digital skills and quality standards in social services.

The e-Learning HUB is more than just an online learning platform; it is designed to become the digital foundation of the future National Centre for Continuing Professional Development in Social Work, which is due to become operational in 2028. The platform will help to enhance the skills of professionals in social work and related fields (health, education, employment, housing, long-term care, etc.), staff of central and local public authorities with responsibilities in the social sector, decision-makers, accredited vocational training providers, professional organisations and non-governmental organisations active in the field of social work and the protection of human rights.

“Social services reform begins with the people who deliver them day in, day out. We can only build better services if we invest in the ongoing training of professionals and provide them with the tools they need to meet today’s challenges. The launch of the e-Learning HUB marks a key step in this direction. We are supporting social care professionals through a digital platform tailored to the way we learn and work today. We want access to professional development to be simpler, faster and more flexible, regardless of where they work. Through the e-Learning HUB, specialists across the country will be able to identify relevant courses more easily, develop their skills and gain access to modern resources tailored to the real needs of the system,” said Silvia Dinică, State Secretary at the Ministry of Labour, Family, Social Protection and Solidarity (MMFTSS).

“Social services professionals face increasingly complex challenges, ranging from poverty and social exclusion to the effects of recent crises on children and families. The e-Learning HUB platform offers a single point of access to high-quality learning opportunities and represents an important step towards strengthening the social services workforce. “By bringing together resources, training programmes and professionals in a single digital space, the platform will contribute to better services for children and families,” said Anna Riatti, UNICEF’s representative to Romania.

The e-Learning HUB will facilitate access to accredited training programmes, promote collaboration between institutions and training providers, and support the development of the skills needed to deliver integrated, high-quality services. Professionals can more easily identify opportunities relevant to their work, develop their skills – including digital skills – and have equitable access to a diverse range of continuing professional development opportunities, regardless of the institutions or locations where they work.
