This concept paper proposes ways to ensure accessibility and quality of a standardized minimum package of services provided by different organizations and governmental actors, as well as the predictability of these services along the route through a recognizable, same label. It combines ensuring physical proximity of these services with the necessity for some of these to be mobile so as to reach out to the moving refugee and migrant population.
