UNICEF Philippines Education and Learning Results 2025
In 2025, UNICEF Philippines helped strengthen education and early childhood care and development in the Philippines by supporting the enactment of the Early Childhood Care and Development System Act, contributing to increased funding across 47,000 public schools, enabling 2,900 Alternative Learning System learners to earn Life Skills micro-certificates, supporting 4,700 young people through the LEAP programme, and improving learning environments for more than 58,000 children and youth in BARMM.

Securing a more enabling environment for quality education
What UNICEF Philippines helped achieve
- An additional US$17 million national budget allocation was secured to support the construction of new Child Development Centres in low-income local government units
- The Early Childhood Care and Development (ECCD) System Act was enacted, strengthening support for early learning and child development across the Philippines.
- Additional public funding was unlocked for early childhood education, alternative learning and inclusive education programmes benefitting all 47,000 public schools nationwide

- Generated evidence and supported policy advocacy efforts together with the Second Congressional Committee for Education (EDCOM II), the ECCD Council, and the Department of Budget and Management
Meaningful changes for children and young people
UNICEF Philippines supported learning pathways that help children and young people develop the skills they need for education, employment, and active participation in society.
What UNICEF Philippines helped achieve
- 2,900 learners received Life Skills micro-certificates through the government’s Alternative Learning System (ALS) programme
- 4,700 young people earned micro-credentials through UNICEF’s Learning and Education Advancement Platform (LEAP), helping strengthen skills that can support employment, entrepreneurship and income-generating opportunities
Building stronger education systems for Bangsamoro children

- The Bangsamoro Early Childhood Care and Development Technical Working Group was established to strengthen coordination and governance for early childhood development
- More than 58,000 children and young people benefited from safer, more conductive learning environments
