Highlights

Expenditure in the health sector should be regarded as investment in human capital, which is important for productivity gains, economic growth, and development. This Budget Brief assesses the extent to which the 2024/25 National Budget addresses health financing needs in Namibia. It provides an analysis of the size, composition and equity of the health budget and summarise recommendations related to adequacy, allocative efficiency, effectiveness and equity of current and past budget allocation and expenditure in the health sector.


The focus is therefore mainly on the budget for MHSS, which is mandated to oversee, provide, and regulate public, private, and non-governmental sectors in the provision of quality health and social services, ensuring equity, accessibility, affordability, and sustainability.
