Strengthened Gender Action in Cahul and Ungheni districts (EVA)
Project funded by the European Union, co-financed by the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) and implemented in partnership with UNICEF Moldova.

United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) and UNICEF Moldova implement the following the Programme Strengthened Gender Action in Cahul and Ungheni districts with the short title: “EVA”.
The programme will be implemented by UN Women Moldova Country Office in line with and in contribution to the Gender Action Plan II (GAP II) of European Commission “Gender Equality and Women’s Empowerment: Transforming the Lives of Girls and Women through EU External Relations 2016-2020, adopted in September 2015. The four objectives of the GAP II were reinforced at the Riga Summit (2015), and in the Joint Staff Working Document on "Eastern Partnership - 20 Deliverables for 2020 focusing on key priorities and tangible results" (9 June 2017) at the Brussels EaP summit in November 2017. Women's empowerment and gender balance are one of the cross-cutting deliverables of the above mentioned 20 Deliverables, thus the programme will be in full compliance with this important guiding document.
Stronger support to women's rights, empowerment and gender balance in the region will allow Partner countries to take full advantage of the economic and social potential within their societies. Particular efforts will be made to address negative gender stereotypes, gender-based violence and pay gaps between men and women among others.

The proposed intervention will tackle domestic violence against women and children, particularly on improving the capacity and assessment tools of multi-disciplinary specialist response and services. One of the focus will be on the phenomenon of sexual forms of violence in domestic violence, as this area has not yet been covered by any action or donor.
The overall purpose of the “Strengthened Gender Action in Cahul and Ungheni districts” intervention is to promote gender equality, women’s empowerment through strengthened implementation of gender mainstreaming in local public policies, and to combat domestic violence affecting women and children.
The principles of gender equality and women empowerment are central to the Programme, as women in Moldova continue to face gender inequalities when it comes to the labour market, the gender pay gap, laws which do not allow women to participate in certain occupations and age-based discrimination. In addition, women’s involvement in public/political decision-making positions is limited, which are aggravated by gender stereotypes and norms. Women also have the main responsibility for the unpaid care work, mainly due to limited public, childcare services.

Ending Violence Against Children
Corporal punishment as a form of disciplining is still widespread, is culturally acceptable and tolerated by society. UNICEF Multiple Indicator Cluster Survey (MICS, 2014) revealed that 76% of children aged 2-14 years experienced violent disciplining at home (74% in the richest quintile and 82% in the poorest quintile), 66% of the 2-4 years old experienced psychological aggression and 59% of children in the same age group experienced physical punishment. Violence happens not only in the family but in schools as well
